Let's start with some basic information; a brief description of where the oil comes from, what it contains and how it is obtained. The following information is provided by Bill Fifield in his book "Integrated Guide to Essential Oils & Aromatherapy".

Family: Asteraceae (Compositae)
Origins: Originally from southwestern Europe. Now grown in North America, England, Belgium, Hungary, Italy, and France. Chamaemelum nobile and Anthemis nobilis are the same plant.
Other Names: German chamomile, English chamomile, garden chamomile, sweet chamomile, true chamomile.
Description: Small perennial herb with daisy-like flowers that are larger than those of German chamomile. Smells like apples.
Extraction: Essential oil by steam distillation. The oil is pale blue.
Botanical Part Used: Flowers
Principal Constituents: esters, isobutyle, angelate, pinocarvone, and others

Of the two types of chamomile oil, Roman and German, the Roman Chamomile seems to work best for hair growth.
Chamomile Essential Oil is great for natural hair care because it has the ability to condition your hair and protect it from the damage caused by pollutants in our environment.
Using this oil will add shine and softness to your hair while at the same time protecting the health of your scalp.
This oil is naturally soothing and has anti-inflammatory properties which can relieve dryness, itchiness, dandruff, psoriasis and dermatitis when massaged directly on your scalp.
It is non greasy so it can be used frequently and can be left in your hair to continue protecting you throughout the day.
To use chamomile essential oil for hair growth, create a blend using 3 drops of oil with 2 tablespoons of jojoba carrier oil. Wash your hair first, then massage the blend into your scalp.
For a conditioning rinse after washing, use 10 drops in a quart of warm water. It tends to lighten your hair color and can add a golden shine to it.
